Human Resources - are they a problem for you?
When I started my
first job some 40 odd years ago only the larger companies had personnel
officers and their duties appeared to be limited to sending out job
application forms, liaising with potential employees and handing out P45s
when an employee resigned or got the sack. Times have changed now and life
is more complex!
One of the first outward signs of the growing complexity of handling
employees was when the personnel departments began to change their names
to HR (human resources) departments, a dreadful corporate name if ever
there was one! However businesses have been faced with a huge burden of
legislation to comply with and whilst employing and dismissing staff used
to be a relatively straightforward matter there is a great deal more to it
now, which means that HR staff now have to be thoroughly versed in all
aspects of employer/employee related legislation, which has much room over
the past few decades. Not only has employment protection become a major
issue but also matters like health and safety and human rights have
complicated the issue and consequently the demands upon the Department
have grown exponentially. HR staff may now be faced with tasks that
include not only staff recruitment but also training and retraining
issues, dispute negotiations, counselling, deciding who is to be promoted
or even demoted, and when; negotiations with the employee's union, or
unions; analysing requirements and formulating suitable job descriptions;
creating or overhauling inter-personnel communication systems; ensuring
compliance with UK and European law (and possibly the laws of other
countries as well) where these relate to employment issues; and even
helping to prepare employees for a life and possibly another job outside
the company if redundancies or dismissals become necessary.
Much of this is of course well beyond the scope of the majority of
